This is because the floating layer is rendered as though it is part of the active layer, even though you can still manipulate it separately. So how do I get rid of the floating layer? I can't edit anything else! Think of a floating layer as sitting on the surface of the active layer–you can move it around just fine, but it looks like it's part of the active layer. While the Floating Layer is floating in limbo, you can't work on anything else.
